Cross save does not move or merge any data. When you activated cross save you chose to use your Xbox save data. Once you disabled cross save, that save file is now only playable on Microsoft platforms and your once dormant Steam save is now playable while using Steam.
The only way to use your xbox save on steam again would be to activate cross save after the mandatory 90 day cool down. Until then, you can access it on Microsoft platforms, however that may require purchasing any wanted expansions on those platforms (Destiny 2 is not a Microsoft Play Anywhere title)

It didn't transfer any of my xbox data the first time. It made me start from scratch when I used steam. It deleted my data off of my xbox account, I had a character that was light level 1700 something from playing last year. Its gone. My steam data is on my xbox account now.

Thats what happened after I disabled cross-save. My steam account had different characters than my xbox account. So what happened to my other characters then? Why did I have to create an entirely new guardian once I enabled cross-save on steam? Why did none of my xbox items become accessible on PC?

I cannot speak to what may have happened in the past that I cannot see. Based on the information you provided, it shows that cross save was active and your xbox save was the active save file.
