The video explains it all. Moderate Language warning Getting 10x stacks of Burdened by Riches while on Strand Warlock forces your melee charges to 1 of 3, regardless of how many you had beforehand. On top of that, it resets any cooldown progress towards 2nd or 3rd charges, basically guaranteeing you will only ever have one charge at most. This bug was perfectly consistent throughout dozens of runs. I'd think the intended effect would be adding 1 charge, or maxing out all 3.
