The devs announced a while back that in Season 22 they will be adding an Exotic Missions Rotator so that players will have a chance at earning various Exotic weapons including the Messenger and Revision Zero whose respective missions have been removed from the game.
This is why these weapons have not been made available for purchase from the Monument to Lost Light.
