Spark of Frequency bug for Titan and Warlock class.
Here's a clip showing Spark of Frequency usage across all three classes. Summary is that it only works for the Hunter, and it does not work for the Titan nor the Warlock class. Note that when the Hunter gains the fragment buff, it is shown on the lefthand side. As to why it doesn't work, I am not sure.
It seems like it works as intended for the Hunter only.
