Well considering the Ghosts have been hinted at being somewhat part of the Vex network (as stated in Vanilla D1 when the ghost is talking about the Vex network on Nessus.
It just seems like the Witness is able to override the ghosts and speak through them like a PA speaker that it has hacked into. Especially since it has only been able to do this in areas with IMMENSE darkness.
Its more than likely just a being born from darkness

Its shown that it doesn’t matter as long as there is darkness it can speak to us
