Bungie has publicly stated multiple times that they don't want to offer transmog for exotics. Their reasoning is that it covers up what exotics are being used when looking at an opponent. Making a strong exotic look like a basic legendary is too deceptive in Bungie's eyes. I agree. I think they put a lot into exotics appearance.
