I'm having the same issue as OP. I'm not running Stag though and I've swapped around armor to confirm the armor doesn't appear to be the issue for me. When picking up a well with Elemental Charge mod equipped, *and* Bountiful Wells, I do not get charged with light whether picking up one or both wells that are generated though my ability cooldowns do decrease normally. When I unequip Bountiful Wells, while keeping Elemental Charge equipped, then I can get charged with light when picking up the one well that dropped. I've swapped around armor and equipped the mods to different pieces or armor but the same result occurs - unable to get charged with light when equipping both Bountiful Wells and Elemental Charge. Note - Also unable to get "Argent Ordenance" mod nor "Explosive Light" weapon perk to activate when having both Bountiful Wells and Elemental Charge equipped. I've confirmed these mod/perk do activate with Elemental Charge as long as I do not have Bountiful Wells equipped.

Just so someone else might stumble upon this, if you look around the forums some others are rarely reporting similar issues. My reply on my topic somewhere else in the forum: As I was about to record my evidence, it/I somehow fixed it. In terms of details, of what was not working for me, mods that would give me charged with light were not activating. For multiple weeks, I have run: Behemoth Titan Precious Scars (Elemental Shards? - Stasis Shards count as wells) Artifice Arms (Elemental Charge? - Wells give charge) Artifice Chest (High Energy Fire) Artifice Legs (Font of Might) Artifice Class (Taking Charge + Void Start Recovery from orb) I first noticed that all day, my charged with light was not activating. My first attempt to fix it was removing, then inserting all Combat mods again. Nothing. Game restart/loading new area did not fix the issue. I then did some testing. Moving charged to light to my helmet instead of class item did make it work again. Putting Taking Charge on a different Artifice class item did not work. Putting Empowering Finisher? on my Class item would take my super but not give me charge. As these symptoms felt like side effects of not having a mod to spend charged with light, I removed and reinserted High Energy Fire on my chest while reloading into throne world. This somehow fixed my issue. I know without a doubt that I had high energy fire on previous to the resocket. Also, when my friend copied my exact combat mod loadout, they were able to get charged with light. I did not tell them what I wore, they inspected my guardian in game and copied it. I don’t know if that helps, but my issue has been fixed and was posting as a psa kind of. Hopefully someone else who has the issue can offer evidence or find a solution here.
