The not dropping was fixed over a year ago. They drop for me and I just delete them will go and check to see if this is the case later this morning.

Apparently its a bug from abandoning the "vengeance" bounties, which I've done on all characters, the game now thinks I have that bounty so I don't get more quests until I complete it, which I can't do because I don't have the bounty.
