Allo there,
That number is telling you that you have enough materials to give him for 14 rewards.

I’m unable to give him any materials cause I have to acquire the reward before I can give him more materials. I’m unable to acquire my reward even though I click on the option to acquire it & that’s the problem. He’s the only vendor I’m unable to collect my rewards.

What happens when you press the button to increase reputation to fill that bar? Just so you know, your consoles have an inbuilt recording function which you can then share, makes it easier for us to see what's wrong and saves you holding a phone and controller.

The same thing. I’m able to fill the rewards bar but it still does the same thing. I’m unable to claim my reward

Try clearing your console cache and try again collecting / offering more to fill the bar. You can do this by turning off your console and unplugging it. If you can then record filling up the bar and it not working that would be great. If you're on Xbox you can record and upload it.
