Behemoth is GOING to be nerfed in pvp, but it's pve capabilities could use an improvement.

Freezing is stasis' strongest point and behemoth is by far the worst at it. To compensate, bungie gave behemoth a ton of neutral utility that allows them to zip around areas at incredibly fast speeds via their slide or melee (which has the same cooldown as a normal charged melee). It's really REALLY strong in pvp, but this design is more than lacking in pve. The class is designed around shattering ice and breaking down frozen targets...but it has the least capabilities of freezing targets to take advantage of that design. Although more aspects will be added to change this sometime later, the immediate flaws make it less than desirable for pve content. The melee only slows, no slow or freeze effect on class ability (not that titans would even use something like that) and most of the fragments requiring freezing leaves behemoth in the dust for subclass building and makes them rely HEAVILY on their grenades to activate what the subclass has to offer. At least the grenade recharge fragment exists but every class can take advantage of that (although I don't think you are going to want to use glacier on shadebinder) while also having easier access to some of the better fragments for pve. Plus the super compared to the other 2 in pve just feels lacking. It's freezing abilities are so stupid with the power attack, but it's add clear isn't...very good if the targets are a little spongier. Instead of rambling on, let me put my suggestions to improve it: 1. Allow behemoth to freeze the target directly hit by the melee in pve, while slowing targets nearby as it currently does (the warlocks freezes in an area and is ranged, the hunters can ricochet between multiple targets and can freeze them if already slowed). 2. Give the charged melee an additional damage multiplier when used against frozen targets in pve. It's current damage feels insubstantial and so reliance on glacier grenade to make it do any real damage is incredibly high and so using the other 2 grenades are...not as useful. 3. Make these 2 effects apply to the super as well so that the melee freezes and the follow up one does more damage because they are frozen (once it's duration gets nerfed, you are going to REALLY see it's flaws in super) for pve only (imagine if it frozen in pvp too...YIKES). 4. Improve the damage of shattering the giant crystals created by the supers power attack in pve. 5. Make the first row of crystals proximity based so that using it at close range will allow you to shatter the crystals (you are gonna die either way if the titan slams you in pvp).
