This is, at least, your 2nd time facing a matchmaking restriction. Maybe you should look into your connection/setup more & worry less about other players punishment.

Restrictions are placed manually on accounts with a consistently poor internet connection, negatively impacting the game for others. You’ll be given a warning about your connection, if it continues a two week restriction, and if still there are issues a two month restriction. These are all intended to keep you out of PvP and allow you to fix your connection. If after your two month restriction you still refuse to improve, the third restriction is permanent.
