Destiny is cpu based. That's why your having a problem plus ryzen cpus need like 3200+mhz ram.

I have the same issue but when hovering weapons my cpu and gpu usage drops from 30%-15% on my cpu and ~65%-25% on my gpu. I'm still stumped on this one.
