Hi there!
Once an ornament has been unlocked, it should be automatically available for you to apply it to the weapon. This will not unlock the weapon.
You can view any of the ornaments you have available for your exotic weapons and armor by going to your Collections tab, then going to Exotics, then going to the Ornaments tab.

Ok so even of I can't see it anymore in my inventory, I can still apply it if I find the borealis ?

So long as the ornament is in your Collections, yes, you can.
