No. Bungie does not transfer anything between accounts even if you can prove both accounts are yours. Bungie was open from the start how cross save worked. They said from the go that it was not a transfer just making one platform's account as your main and allowing other platforms to acc6those characters. The cool down was introduced for security reasons.
