The API doesn't show you owning anything beyond the base game, Curse of Osiris, and Warmind.
Did you purchase Forsaken on the PSN account you play with, or do you have another account that purchases the content and you game share the content to this account?

Then you'll need to reach out to Playstation support as they control the licenses that are linked and unlocked on your account. Bungie has no capability of adding or removing licenses on the various platforms. Sony support will be able to either confirm the license is owned on your account, and if so, walk you through troubleshooting on why the license isn't unlocking on your account.

Have you tried just restoring licenses on your system yet with a cleared cache?

To clear your cache on PS4, you turn off your PS4 and unplug it for 5 minutes.
