Steam says I have to purchase the base $40 MCC game to play Reach.
Can I not purchase it separately?

Click "buy Halo Reach" and you should be able to get that game by itself. If you buy the MCC fully, you get all the Halo games right now so you'll be able to play them as soon as they get released.
