This doesn't help because my characters that I ALREADY transferred over from xbox to BattleNet is currently not appearing on steam. Before Shadowkeep launched and cross save first launch, I had no problem. But since the whole migration to steam happen, my characters won't transfer over.

Have you tried doing the PC Transfer in the last few days? Bungie has made some changes to their transfer process that may benefit you.

Yes, still get the Error Transferring Entitlements screen transferring my data to steam.
