TheGreatNike, exotics drop weirdly, it actually depends on how much you play. If you play every so often, or not as much, they drop more frequently. If you play a lot, then they won't drop as much.

I've obtained all raid exotics, every other exotic, but this one... It would behoove me to have it, just to complete the collection, but alas. ~[i]TheGreatNike[/i]

I dunno. Last week Crest of Alpha Lupi dropped of a red bar phalanx in Gambit and then doomfang in the post match rewards. The same game. It has to be random.
