Concerning the season pass thing; yes, it's kind of like the Annual Pass, but different. It's to unlock that season of content; the seasons are going to be separate content, no longer requiring previous content in order to play.
As far as the transfer from Blizzard to Steam goes, more information will be coming later this Summer. If you want to be notified when it's time to start dealing with the move, please see here: https://www.bungie.net/PCMove

so if I buy now Shadowfall preorder, can I play on my currently bnet characters on day one? when exactly is transfer to steam happening?

You can find information on the Blizzard->Stream transfer at the link above and sign up to receive more information about it. All I can say for sure is that the transfer will occur at or before the September release, so, yes, your characters will be available to play on Steam after the transfer of your account happens from Blizzard to Steam and you'll be able to play Shadowfall. As far as the exact date, that has yet to be announced, which is why you can sign up to receive that information at that link.

also from steam: *Season Pass redeemed when logging in. If players already own the current Season Pass, they will receive credit toward future Seasons up until Season 11 Does this mean I cannot start the game before my account is migrated from bnet to steam?

You can play the game just fine on Blizzard until it's moved to Steam. Until that move occurs, Destiny 2 is not on Steam to play, only on Blizzard. After the move occurs, Destiny 2 will only be on Steam, not on Blizzard.
