Time-gated.
Its not "officially" in the game yet. If it were, someone would have it.
The Whisper of the Worm was similarly "Missing In Action"...until if finally dropped as a secret quest. We asked for more activities like that quest....so they may be honoring that wish.

This thing is just there waiting.
