I get what you are saying. I believe the Thorn quest % is purposely unclear so they can once again artificially inflate play time.
There would be matches where I would get 8 kills and only 3% and other matches where I would get 20 kills and get 3%. ??????????

It's all about the precision streaks with the HC. In the match you had 8, most of them were probably headshot kills and you got them in a row without dying. In the match of 20, you probably didn't get headshots or go on a streak with them.
