I suck at crucible and I've not been able to progress at all while doing quick play. But if I'm not wrong, iron banner has sbmm which allowed me to play with people who are around my skill level. This allowed me to finally make progress and I was able to complete this quest step in 13 iron banner games. Never thought I could get past this step so if any of you are struggling previously in quickplay, run along to iron banner. It worked for me.
