The Shield generators are weird overall. Sometimes I get critical numbers that should break the generator (650 Whisper with Whispered Breathing) but it doesn't break it, maybe because the Boss is moving while the same damage number destroys the generator when the Boss stands still. Other times I don't get critical numbers, only white ones although I do everything exactly the same.
