Mask of the Quiet One exotic perk
Once again I'm back to address how this perk isn't working properly and Bungie has addressed this but they made an ornament available for armor piece; it say you will receive MAXIMUM health on a close call kill but when you do, it only fills the health bar to 30-35% which with most enemies will kill you really fast.

Unfortunately that doesn't include shields

Sounds like using one eyed mask is a better idea
