No, they only increased the chance that exotics won't be duplicates, not eliminate duplicates.
Personally, I got Cerberus+1 literally 10 mins ago and I got Heart of Inmost Light yesterday.

Nope. They haven't given any numbers about exotics one way or another. They just said they greatly increased the chances of getting new exotics from drops, and in the case of getting a duplicate, you have a greater chance of it being an armor piece than a weapon. Everyone's results will vary and only time will tell what you get.
