Firstly, this is a class ability, it's not supposed to be ridiculously strong, it's supposed to be a tactical ability that can be deployed to help you survive.
Secondly, just from what you've just said, anyone will come to the same conclusion; you're using it wrong.
You're probably popping it mid firefight while you're on lowish health to try and stay alive. You might have gotten away with this in the old sandbox, as a lot of people did, where the ttk was higher and it thus would have taken longer to finish off the remaining health you had, in turn giving you just about enough time to pop one mid firefight and walk away with a sliver of health. Not anymore, the barricade doesn't take too long to cast, its just easier to kill you mid animation now, especially if you're already being shot at.
Yep, people can slide through but this is a high risk high reward maneuver. I do this all the time on my warlock and sliding through will take half of my health and leave me open to being killed by a single melee. Again, this is sort of on you. If you see someone running towards you from the other side of the barricade would you not come to the simple conclusion that this guy wants to and has a way of finishing me? Pop your barricade, BACK UP from it to create enough distance to stop OHKills from shotguns.
Grenades do not go through shields. Either you have poor placement or your enemy has good placement.
Again, this is a class ability, this isn't meant to be ridiculously OP. Why should your barricade be able to sponge a rocket when most supers can't even do that?
This class ability works just fine. You should use it ahead of time and before firefights to really take effect of it. Heavy about to spawn? Barricade. Want to challenge this lane but leaves you open to being shot from this side? Barricade. Want to peek shoot while actually knowing where the enemies head is? Barricade. The list goes on.
If an ability isn't working for you yet is being utilized extremely effectively by a lot of other players then it's you that has to mix it up. You that has to get smarter in how and when you deploy it. The barricade doesn't need a buff. You do.

As a hunter, this makes sense. Class abilities are used with tactics. Supers are more brute force.

Ok. There is so much that is wrong dude in your reply. The whole point of the Barricade is TO BLOCK DAMAGE. HOW CAN YOU DO THAT, IF YOU DON’T ACTIVATE IT WHEN YOU’RE GETTING SHOT AT OR LOSING HEALTH.

Imagine how stupid i would sound if i said the healing rift needs to be buffed because i popped one while being shot at and still died because it didn't heal me faster than i took the damage. Yeah.

You’re comparing apples to oranges. Why would you use a Healing Rift mid-gunfight? No you run behind COVER and activate your healing rift. What is the purpose of the Barricade? Hm? You tell me.

Yes i'm obviously taking an L because i'm incapable of using my class ability which everyone else seems to be able to utilize effectively. Must be my class ability not being strong enough as opposed to me not knowing how to use it. Brb while i make a forum post about it so hopefully it gets buffed to counter my lack of combat knowledge.
