as much as I would like this, I dont think they can do it. Blaming stuff on the publisher is probably not going to happen. They will most likely have to "sell" it like the temporal surge thing, put out a post about how it is for however reason a good thing for the players. I mean, for the long run it probably is, but it probably wont seem like it.

There's gotta be a way of doing it without blaming them. Just saying like "we need to make more money to fuel the development of the game, so we're adding some exclusive ornaments purchasable with silver" would work for me

Activision is not just the publisher for bungo ! They own bungo. Activision is the bigest stockholder . So bungo will never be 100% honest with us . Look at xur . Why he not sell new exo stuff ? The truth is : destiny guardians in korea uses the same xur as very d2 . So if he had new stuff . No korean would buy it for real money from theyr exclusive store ! Bungie is at the same level of greed as activision . Look at the thunderlord quest ! Its a punch in the face of every player . And why? Bungie already works on d3 and supports korean moneypit destiny much more than they ever supportet destiny 1 and 2! Its like d1 . Made a great expansion and then slowly make it worser ! Bungie repeats every flaw they ever made ! Over and over !
