You're assuming that they didn't reset the scout to its base stat, then gave it a 15% nerf.
If I've learned anything from bungie, the people they pay to convey information are terrible at their job.

While I get what you’re saying I highly doubt they reset it then turned around to give it a 15%buff. Why nerf it at all then? I just don’t think that’s what happened. My opinion and the more likely one is they Ninja Nerfed it too much so they’re just taking half the nerf back. JMO....

The point I'm making is that their "15% buff" is only considered a 15% buff because it's a reduction of the debuff. If they took the original debuff and cut it in half to a 15% debuff, idiots at bungie will say that's a 15% buff even though it really isn't.
