Did you make sure to grab the catalyst from Arach's inventory before the victory week ended? Have you logged in on the same character you last used when you reached rank 50 and were able to unlock the catalyst? If you unlocked the catalyst, inspect any GL in your inventory or Vault and hover over the block where catalysts go. The blocks below that should show a gray hammer icon that you can interact with to enable to start your progress on the catalyst. Every GL icon in your inventories will show a gray progress bar at the bottom to indicate the catalyst is unlocked. If you had not unlocked the catalyst and did indeed reach rank 50 at DO, you might be able to grab it from Arach when the next Faction Rally starts. Otherwise Bungie intends to add all of the faction catalysts into the game later and you can obtain it through gameplay.
