I get killed by those things often faster than I can react to where the damage is coming from. But, I will throw one right on top of someone and it does like 19, 46, and they float away with shield leftover. The latency in this game is freaking ridiculous at times.

That would be why they get away. Try to predict where the target is gonna move to. Throw grenade at a wall behind the targets or left or right of them making sure the nade is facing there direction not shoot arcs straight in the air. Hope this helps.

Maybe you're thinking of lightning grenade? Pulses have a spherical, not conical blast pattern. This is a common issue a lot of people have noted with pulse grenades regardless of placement. It is due to latency. It appears as if someone is right inside the nade and the pulses do fractions of the damage that they should if that is where the player is located.
