Probably too late for Leviathan, but here’s what I see needs to be done:
Raids need three difficulties: Normal, Heroic and Prestige. The skill gap between Normal and Prestige is too great.
Raids need to be more rewarding and rewards need to be specific to each difficulty, just like in D1. Just split the weapon pool down the middle and put half in normal and half in heroic. Have normal drop all armor except for the helm. Have prestige do what it is doing where it drops unique armor and shaders.
Prestige should have its own tokens. Tokens from normal and heroic should be used to level up the vendor and awarded random items from either. A package for normal should cost 20 and Heroic 40. Prestige should be 20, but only purchasable with prestige tokens.
The vendor needs level milestones at which you can outright purchase armor and weapons. The rolls of which change weekly. Say level 1 is a class item, level two is gauntlets and so on. All armor pieces, the ghost and normal shaders should be sold.
Lastly: raid specific mods. Raid armor and weapons should have an additional slot for raid mods. Raid mods should only take effect when players enter the raid.

Nice ideas! I just think the name does not fit as the raid is great as it is and is the best part of the game, and this would improve it
