Dude. They are literally making this up as they go. There was no plan with Destiny 1. There is no plan with this. Other than DLC consisting of content that was already in the game, they make it up as they make it. People look way too deeply into this shit when the developer doesnt even care that much.

The Bungie devs even admitted to that one a long time ago.
