i think there is some kind of "stock refresh" with the RNG, so waiting a few days might yield a different set of items from IB packages. Most people turn in a ton at once, and according to this theory, that means theyd get the exact same stuff every time. Basically cash in a pack as soon as you have enough for one, as opposed to saving up. This is of course just a theory, but it could work.
