Bungie does not have control on your ability to transfer from console to PC. That functionality is squarely on Microsoft/Sony to allow. Usually they do not allow this because that means one less person playing on their personal platform buying product through their devices and market.

I'm confused why not. It's data regarding your character available even through this website. It's not licensed software or property attached to anything. You could go make a card game right now with your data. Maybe I'm not understanding you? If you're saying they don't have an incentive, then I accept that, but this discussion comes is to show just that. People want it, and are surprised at it not being provided. Not much for incentive.

Its data saved on Sony/Microsoft servers. It comes down to money/support. If you jump off their platform to another, that is money they are losing. Its an issue that Warframe ran into.

Saved on and licensed /locked to are different, and I'm not saying there isn't some legal agreement between Bungie to not allow such a transfer, but excluding knowledge of that agreement... Leaving a platform would of course be a loss, and unwanted, but that fact itself doesn't mean Bungie isn't allowed. No idea on Warframe. Sounds like you've seen some connected legal issue with Warframe that leads you to your opinion, but you'll have to elaborate for me to follow.
