He's saying the community has made it's intentions on the feedback section clear: People don't like what is going on.
He also said that because of the context. A t.v. series, Gamertag TV, is about streamers and content creators. You speak to that audience and say what specifically works towards them. If they think feedback section is not nearly as good to be? Or don't want to be involved with it? Then that would be why they are watching said streaming.
For the record, you never dilute your potential for feedback. From any source. That's b.net, reddit, streamers, ect..
All of them are sources for feedback just by speaking their mind. So speak your mind here and it'll be taken as feedback.

It seems like Bungie is far more likely to respond to things on reddit, which again raises the question, why bother with forums here at the official company site, where customers would think is the right place to interact with the company?
All of them are sources for feedback
There's no official report for feedback commonalities. You don't say reddit get's feedback for the various things. You say, "Any person, on an online forum, gets to give feedback". This way no one is alienated. Don't be so.... thoughtful about it. If you had feedback from ten sources? You wouldn't discredit 1 source out of ten. It might be the best idea out of all of them.

I agree that listening to all of them would be correct. Is there evidence that this forum gets attention? You can go,look at the past posts of users here, including the Bungie community representatives. On average, how many posts here do you think they respond to per day? Like just over the last week. If you want to cheat and go look, feel free. Then please explain to me how the community here is engaged with by Bungie.
