The year 3 icebreaker is only obtained as a RNG reward from Zavala's sunrise bounty. It cannot be bought simply by having obtained the year1 version.

This right here tells me it was a queensbreaker bow. Icebreaker does not and never has dropped in prison or challenge of elders.
