The weapon system shown at re reveal (kinetic, energy, power) is now the pvp loadout. When playing pvp, you will use the guns in that loadout. Destiny 1's loadout system will be for pve. You will use it while in any pve content. I think that this would work well Many other game do this already, including Warframe and The Division. It would also satisfy players on both sides.
