Failing at completing the content is one thing, as you can try again and correct any problems. However if you find that you're consistently out of Heavy ammunition, and waiting for a super because you popped yours, that means that other people are not using heavy or supers. You can make an easy correction here. One of the best ways to deal with non participation, is to get everyone on the same page by waiting for supers and heavy synths to be available. Remind everyone to take part in killing adds quickly and efficiently. If it does not change after an intermission, I promise you that it will never improve with the group you are playing with.
