How to tell if a Raid group is not going to work
Failing at completing the content is one thing, as you can try again and correct any problems. However if you find that you're consistently out of Heavy ammunition, and waiting for a super because you popped yours, that means that other people are not using heavy or supers.
You can make an easy correction here. One of the best ways to deal with non participation, is to get everyone on the same page by waiting for supers and heavy synths to be available. Remind everyone to take part in killing adds quickly and efficiently. If it does not change after an intermission, I promise you that it will never improve with the group you are playing with.

Edited by Snake: 4/30/2017 12:48:07 AMsometimes i would say not enough communication or too much (either of these can stess players out and get them raging at the other players) it all depends on skill levels. having players join and leave within a short amount of time. the game creating lag spkes. other times it's can be due to the weapon and armor coices. players can wander off from assigned areas leaving other areas harder to defend ar attack. wrong perk or ability setups. lower levels that can't hadle the raid. some players just want to be carried through the raid without saying anything to the other raiders (these type of players generaally don't say much and are the worst for doing very little to help). supers used at the wrong time or place. there are new raiders who don't know the raid very well. even just having a bad day for some players. you name it and it an cause the entire raid to go wrong.
