Do you have any quests with the orange Titan specific quest icon? If so, what are their names?

It should be available to complete. The quest is actually split into 2 parts. 1 ends at level 30, the other with the shader and whatnot is at level 40. There were a few patches that tried to fix some issues like this. I can't find any info about issues that may be fixed on your end (You don't want to have to re-create a character). You may want to re-post this into the "Game Issues" section of the Forums. That way a Bungie rep may be able to locate your account and get your account data to the necessary people to investigate. Sorry I couldn't be of any help thus far, I'm going to have a read about this and check my own Titan when I have a chance.

Edited by Zuper Greek: 3/19/2017 7:10:06 PMI thought these quests were just for the subclass specific emblems not the vanguard emblems since the quest in question just has you level up not complete grenade kills and fist of havoc and what not.

It's apart of the quest there are 2 emblems for each class obtainable from these quest takes awhile to grind them out

I just completed all these quests and still Shield of the Warlord and Shield of the Knight are not available. The quests names are Legend of the _________ where the blank is either Hunter, Warlock or Titan. But these quests aren't anywhere in my inventory or abandoned quest kiosk so currently these two emblems are not obtainable for me and I'd like some help from Bungie on this.
