My personal theory is the 9 are a group of Guardians WITHOUT their Ghosts who are the top tier of guardians and we have already met 1 member imo in the main story and she gives you the Rifle.

I also think it's very possible Eris is one of the 9 as well from her sneaky scene after the end of Taken King.

Only thing is the Exo Stranger explicitly tells you she was "not forged in light", meaning she is no Guardian.
