I was thinking earlier today about the beginning of Skyrim. Ralof said that they were caught trying to cross the border. Why was Ulfric trying to cross the border? My guess is he was heading for hammerfell to get an alliance. Or maybe he was returning from hammerfell with an alliance already established? Whatever the case, he wouldn't leave the home he is fighting to defend without a good reason.
