If half of their games are versus fire teams with deserters, there's a very strong possibility that they are using a DOS attack to boot their opponents. There are even some good players that do this when they feel they are about to lose. Of course if you do it just once, you're anything but a good player, in fact you're not even pond scum, you are even less than shit. Since people can do this regularly and get away with it, I don't see any reason it would change.

Pretty damning history. If you can have a history like that without doing it intentionally, it's an embarrassment to Bungie, and if it's on purpose, it's an embarrassment to Bungie for not doing anything about it. Of course, you have to care before you can be embarrassed.
