My answer is yes. Not because he looks the same, or because of his name, but there are multiple points to prove this.
Your probably thinking, "But Aksor turned to dust!"
Taniks did, and he came back.
EDIT: It's possible he was able to because he was mainly robotic.
EDIT 2 : Again, Aksor may have been augmented to be robotic so he could have SIVA in him.
Next piece of evidence. Many speculate that the House of Kings controls the House of Devils. This may be true, because if you look at the banners near where the iron axes come out, you can see House of Kings banners.
This is further proven by the fact that Aksor WAS in the house of Kings, but was sent to the Prison of Elders. The House of Winter took him and tried to make him their leader, but we happened.
Please help me add more evidence and I'll try to include it.
EDIT 3: If you look to the right of Aksor's pod, you can see a balcony with House of Kings banners.
Edit 4: REMEMBER, the Splicers do have a ketch as seen in The Walls Come Down.
Edit 5: Remember that I said the splicers could have augmented Aksor's corpse and made him more robotic. Soon we've got Aksis.

He wasn't connected to any ketch downloading his brain like Taniks was. Cayde 6 has said this and ghost has said it. 2. Aksis had been said to be a archon priest before SIVA due to the memory fragments I believe. The splicers simply chose him as a test run. 3. Looks can be deceiving. Take for example the Thorn. The original (Dredgen Yor's version) was much worse, able to kill in one shot no matter who. The one we made in vanilla and year three is much tamer, but looks the same. 4. Fallen don't just change houses on the fly like that. If one leaves a house he either becomes a mercenary or a part of the house of exile, especially if they try to unite all the houses. Sorry to debunk your theory man :/

No. Aksor was confirmed to be a part of the House of Wolves. The House of Winter mistaken Aksor. Aksor is DEAD, D.E.D. dead! How many ketches belong to a house is irrelevant. Aksor is dead, Aksis... now dead... hopefully.

Here's how I see it. Aksor was killed by us, and was obviously from another fallen house. Aksis is classified as a vehicle (Spider Tank, Cabal Land Tank, etc.) so I think when the fallen discovered SIVA, they saw it as a chance to bring back one of their archon priests RoboCop style. I have no idea how logical that is, but those are my thoughts.

Aksor was the Wolves archon priests. The King's banners may have simply been proof that the other houses may still bicker, but the King's still hold some type of authority. Aksis was definitely the devil's archon priest, as the devil's had not sent word to the other fallen houses of their discovery just yet. They didn't do that till after Aksis took residence within his perfection complex, awaiting SIVA offerings.
