They're obviously not finished with the tweaks and don't to tell us everything then have to turn around and change it because of a problem. If they did that a hundred people would come to the forums say
"Ommm You Lied!!!"
People tend to see what they want to see. It's an evolving video game. Treat it as such. This next update will change the Meta and two weeks after that people will come to the forums crying for more nerfs. Happens every time. Everyone screams for balance but in a game like this with different perks, ttk's, maps and ranges it's going to take time. If it was that easy to do, it would have already been done. Patience is a Virtue. It's only a game.

As much as I agree with your philospohy - the game isn't evolving on a path - Bungie changes how each evolution occurs. Removing currencies (Vanguard Marks/Crucible Marks) Replacing currencies with other types of items that are no longer currencies (Rep) Relying on RNG to upgrade existing equipment (Xur allows a limited set during TDB to upgrade) Resetting progress (TDB exotic upgrade) Advancing progress (light levels increased without reset) Creating "Year" boundaries (Y1 Light levels) Eliminating "Year" boundaries (Y2 gear can be infused to current levels) So many more. If it just evolved - more weapons, change in unbalance of those weapons, more areas, more gear, it would be a MUCH better game - for me. I like progression, not regression. If I'm walking up the stairs, I'd like to reach the top, even if the bar is moved higher to give me something to aim for. I don't like finding myself at the bottom again, even though I haven't changed my position. I do like a lot of the evolutions they've made in RoI, but I wish they would have a plan for their road map of evolution. Which weapons to have at Year 2 levels (no technical Year 3 - because of changed release dates), elemental primaries either exist or don't exist, allowing raids to have infusable gear, not just an artificial boundary of 2 raids - either it is or isn't, etc... I love the game. I despise the incompetent mismanagement, unexplained unnecessary changes, and idiotic PR propaganda. Sell me a tested product, not a beta. I'm not bitter... Just tired at work.

Hey man you make some excellent points! And I do understand the frustration with Bungie I've got a few myself but I have to remind myself this is a video game and most console game are very repetitive. If I so chose to keep playing the same content over and over then that's on me but I must admit I do love this game.
