Limit has always been five. The drop rate was just insanely low so it probably seemed like you could only ever have one at a time. I know one drops for a NF completion but I don't know if it's per character or account.

Well cool! Yeah I definitely had garbage luck with keys for a bit. Seemed like I could only get one every other day. Just went and did the 3 strikes for my marks and got a key in the first strike and the third strike :)

Yeah they increased the drop rate by a decent amount. So grind em, use em, and abuse em.
