Year 3 items won't work. Not sure if it's the class item, shader, emblem, or any combination of the three or only certain year 3 items, but I just go for year 2 everything just to be sure.
Shaders and emblems can be obtained from their kiosks if you previously got them. If not, and for the class item if you don't still have one, all three can be obtained from faction [b][i]chroma[/i][/b] packages. You might have to level up a few more times to get them, but be happy there's at least a way around it, as I don't see Bungie ever fixing this.

I'm working on leveling up in new monarchy again and going solely for chroma packs from now on to see if it works but I have armor and such that has chrome isn't rise of iron and it still isn't working. I literally used all year two items and there's no difference.

Some year 3 Rise of Iron faction gear uses chroma so you shouldn't go by that. Look for the little icon in the upper right corner of the item icon. If there's nothing, it's a year 1 item. If it has the Oryx logo, it's a year 2 item. And finally, if it has the Iron Hammer, it's a year 3 item. You should know that chroma packages sometimes do give year 3 items, but they are the only one that gives year 2 items as well. The armor and weapons packages only seem to give year 3 stuff.
