A Fallen enhanced with Siva could still be Taken, but if I remember correctly, to be Taken the individual has to accept Oryx's proposition. He could technically give the Siva a directive, and it would follow it. It already focuses on consuming, enhancing and replication, so if anything, it might actually be a good combination of technological and magickal enhancements. It does make you wonder the Guardians didn't just take samples of Siva and improve upon it to make it less detrimental to the Last City.
