It's a bug that Bungie keeps ignoring. I'm 399 light all my gear is 400 except for my leg armor which is 399
Now I can decrypt any kind of engrams that is NOT leg armor and it decrypts at 400 BUT when I decrypt boot engrams it is always 399... always. I suspect that exotics are only decrypting at the LL of the gear you already have, so since I already have a 400 helmet my helmet engrams decrypt at 400. But I only have 399 boots so all my engrams decrypt at 399
If it's not a bug it'd be nice for them to give us an explanation
But Bungie has yet to comment publicly on this despite all the threads here complaining about this issue. Keep up the good work Bungie

they did. light lv attempt to decrypt around your light. meaning it has a chance to be lower, the same, or above your current light.never was it guarantee to be above your light. they even made it so infusions has a chance be higher then its original value.

I've been using engrams all this time and they've been working just like they're supposed to up til almost a week ago now. But then all of a sudden they stopped working properly. They used to decrypt at or ABOVE LL. Probably one in about 3 would decrypt above light level for me but ever since maybe Saturday of last week they do not decrypt above light level. I'm not the only one having this problem. I went 20 + engrams (not all at once) and not a single one decrypted above light. That's not RNG, something is off. Someone even said that bungie told them personally they're aware of the bug, but why don't they say that publicly?

unfortunately that person lied to u. if bungie was aware then they would state it and post it in known bug list. you just experience rng not working in your favor. this time around.i get that myself sometimes.

Doesn't matter anyways, skyrim is out and that's what I'll be spending my time playing now :-)
