Bungie up to their old tricks again...
So after looking at a few articles I thought exotic engrams and gold ticket bounties from ToO were supposed to decrypt at or up to five light levels above your current light level. However, the gold bounty gave me a ghost at 390 which was 2 levels below my current light level of 392. As if that wasn't frustrating enough the last five exotic engrams I have decrypted have all been at 391, which is still one level below my current light level. This garbage is so annoying and makes it incredibly difficult to reach maximum light level.

If you're talking about your titan, and the gear you have on right now is what you're talking about, your primary is holding you back. LL is pretty much based off of your lowest piece of gear. You need to open primary exotics or pick the faction weapon packages until you get a higher primary. Until then, I would not open any other exotics.
